Dotasia Domain Name RegistryDotAsia Organization Ltd. is a membership-based not-for-profit corporation located in Hong Kong that was created in March of 2004 for the purpose of submitting a proposal to the Internet Corporation for Assigned Names and Numbers (ICANN) to operate a new sTLD registry for the .asia top-level domain (TLD). The mission of the proposed DotAsia Domain Name Registry is: To sponsor, establish and operate a regional Internet name space with global recognition and regional significance, dedicated to the needs of the Pan-Asia and Asia Pacific Internet community. To reinvest surpluses in socio-technological advancement initiatives relevant to the Pan-Asia and Asia Pacific Internet community; and To operate a viable not-for-profit initiative that is a technically advanced, world-class .asia TLD registry for the Pan-Asia and Asia Pacific community.
.asia Domain Names - The NeedCurrently, Internet users in the Pan-Asia and Asia Pacific region only have the option of utilizing a generic TLD (gTLD) whose registrants are dominated by US and European individuals and businesses, or country-code TLD's (ccTLD's) that are intended for local use. According to VeriSign Global Registry Services , only 11% of .com and .net (the two largest gTLD's) registrants came from Asia . However, Global Reach estimates that over 64% of the Internet's population are non-English speakers and that Asian languages alone make up 33% of the online population. While current gTLD's tend to focus on a vertical group (e.g. commercial entities, network providers, organizations , etc.) within the global Internet, the .asia domain name registry will embrace a horizontal perspective with a clear brand to reach and enrich the broad global community. Unlike ccTLD's, which provide for a local audience, “.Asia” will allow the user to express membership in the larger Asian community.
DotAsia Registry Organizational StructureThe DotAsia Domain Name registry will be a membership-based not-for-profit corporation made up of different membership bodies from ICANN's Asia / Australia / Pacific Region, including: Sponsor Members (organizations that operate ccTLD registries in the region) and Co-Sponsor Members (Internet, Information Technology, Telecommunications, non-profit, NGO or other relevant community organizations in the region). These members will make up DotAsia Organization's 11-person Board of Directors. The Board of Directors will be advised on policy matters by an Advisory Council populated by one representative from each Co-Sponsor Members. In addition, a Proceeds Steering Committee (PROSCOM) will be created and appointed by the Board to oversee the allocation of surplus proceeds from registry operations.
Dotasia Representing the CommunityThe DotAsia domain name registry will be largely a ccTLD driven initiative. As a membership-based organization, the direct and close involvement of many ccTLD's ensures a wealth of knowledge and expertise in the operational and policy management of a ccTLD registry in the Pan-Asia and Asia Pacific region. Furthermore, representation in governance from successful Asia Pacific Internet and Information Technology groups provides broad representation and relevance from the Pan-Asia and Asia Pacific community.
DotAsia Domain Name Registry ExpertiseIn addition to pooling expertise from its membership, the DotAsia Organization will outsource the technical management services for the registry to Afilias Limited, who currently supports over 4 million domain names world wide. Afilias' registry systems have been proven to scale for large gTLD registries such as .info and .org, in addition to smaller ccTLD registries. Afilias' names are the fastest working on the Internet today, with a registration to resolution time of approximately 2 minutes.
ICANN Proposed Registry Agreement for Designation of the .asia RegistryOn 18 July 2006, ICANN's Board of Directors approved the posting for public comment of the proposed registry agreement between ICANN and DotAsia Organization Limited. If approved by the ICANN Board, the agreement would designate DotAsia as the registry operator for the newly designated .ASIA registry. The proposed .asia domain name registry agreement follows the format of other recent sTLD registry agreements negotiated by ICANN. The proposed agreement with Dotasia domain name registry also provides for presumptive renewal, with the terms of any subsequent agreement negotiated with DotAsia for the continued operation of the .ASIA registry to be reasonably modified to be comparable to the terms of the five most comparable TLD's (or such lesser number, if less than five shall be reasonably comparable), provided that fee increases are not to exceed the average of the percentage increase in registry fees for the comparable TLD group within the prior three years. Fees to ICANN under the proposed registry agreement for .ASIA would be transactional only, and would be set at US$0.75 for each annual increment of an initial or renewal domain name registration within the .ASIA registry.
